Silvia Chocarro is a senior consultant and internationally recognized expert on freedom of expression and the safety of journalists, with over 20 years of experience in journalism, civil society, and international organisations. She has worked with OHCHR, ARTICLE 19, IFEX, and UNESCO, where she coordinated the development of the UN Plan of Action on the Safety of Journalists and the Issue of Impunity, which became the focus of her PhD dissertation, The Promotion of the Safety of Journalists: the Role of the United Nations from 1945 to 2014. Previously a journalist for outlets including Radio France Internationale, Silvia has contributed to numerous publications and leads efforts to strengthen legal, policy, and practical protections for journalists worldwide.
Edward L. Carter is a journalist, lawyer and Brigham Young University professor of communications. He has authored approximately 50 academic journal articles on media law and edited several books on journalism, communications law and related topics. He has taught at BYU since 2004. Carter completed Fulbright Grants in Colombia and Chile. He enjoys traveling internationally with students. He has represented journalists and others in state and federal courts. He holds degrees from BYU, Northwestern University, the University of Edinburgh and Oxford University. He has edited the volume "Journalists Under Attack: Global Perspectives on Threats, Violence and Impunity"
Tamara Filipović Stevanović (Serbia) has been with the Independent Journalists’ Association of Serbia (IJAS) since 2010 and has served as Secretary General since 2020. She leads projects focused on journalists’ safety, labour rights, media policy, and press freedom, and has contributed to Serbia’s Media Strategy and Action Plan. Tamara coordinates the regional SafeJournalists Network, previously chaired the EFJ Labour Rights Expert Group, and currently serves on the Board of the European Centre for Press and Media Freedom (ECPMF). She is a committed media freedom advocate, working to strengthen protections for journalists across the Western Balkans.
Febrina Galuh is the Executive Director of Aliansi Jurnalis Independen (AJI) Indonesia, a journalists association with around 1,900 members. Highly involved in the development of AJI’s journalist violence monitoring platform and PFMSea.org for regional press freedom tracking. Played a key role in establishing CekFakta.com, the nation's largest collaborative fact-checking initiative. Her work focuses on press freedom, gender equality, journalist safety, and human rights.
Jos Bartman is the Head of Investigations at Free Press Unlimited. As part of the A Safer World for the Truth project, he conducted investigations into journalists murders around the globe with the aim to reinvigorate these cases and achieve justice. He holds a Ph.D. in Political Science and has published both peer-reviewed and non-peer reviewed work on the systemic drivers of violence against journalists and impunity.
Mengchou Cheng is a Program Director and founding member of the Cambodian Journalists Alliance Association (CamboJA), established in 2019. With a background in journalism, she now leads programs on capacity development, Research & Advocacy that aim to support journalists and promote press freedom in Cambodia. She holds a BA in Media Management from the Royal University of Phnom Penh and a master’s degree in Global Citizenship, Identities and Human Rights from the University of Nottingham.
